Either small group homes or facilities with campus settings for the Developmentally Disabled?

An unnecessary choice! Since different levels of disability require different levels of care, the developmentally disabled are best served by having a range of care available, from state operated developmental centers (SODCs) with campus settings for the profoundly disabled to small group homes for the less disabled. With a full spectrum of care available all people receive the safe and healthy treatment they need, but no one is over-served or under-served—both a humane and a fiscally sound public policy!
